PUBLIC HEARING ON PROPOSED FEES SET APRIL 2

EUGENE--The University of Oregon will hold a public hearing Thursday, April 2, concerning proposed fee amendments to its existing administrative rule covering special fees, fines, penalties and service charges to be levied during the 1998-99 fiscal year.

Written or oral comments may be presented at the hearing which will be held at 3 p.m. in the Gumwood Room of the Erb Memorial Union, 1222 E. 13th Ave., on the university campus. Pamela Daener, co-director of the Office of Resource Management, will serve as the hearings officer.

If approved, the changes to Oregon Administrative Rule 571-60-005 will take effect at the start of the fiscal year on July 1, 1998.

Among the more than 500 special charges levied by more than 100 administrative and academic units are a number of new fees in addition to slight increases in others that reflect anticipated costs during the 1998-99 academic year. Some fees also would be reduced.

Additions to the list include new field trip fees in 13 biology classes and one geography course. The fee for most physical education courses would increase by $5 to $10 per course in 1998-99.

Proposed fee changes in student housing would increase the room charge for residence hall residents who remain on campus during winter break from $85 to $176 and, during spring break, from $40 to $75. The housing application fee would increase from $10 to $35 as well.

For student athletes, Intercollegiate Athletics proposes to delete charges for selected athletic clothing used by members of the women's and men's tennis, men's golf and women's soccer teams.

Proposed fees for the EMU Child Care and Development Centers would have small increases or decreases in rates totaling a few pennies to $1 for selected services. Some fees, such as the non-student family surcharge per term, would be deleted.

Due to inflation, the Student Health Center would expand the range of charges for X-ray examinations, boosting the maximum charge to $150, up $50 from last year, and for lab examinations, bumping up the maximum by $200 to $600.

Parking permit charges for faculty, staff and students would increase by amounts ranging from 15 to 16 percent. Twelve-month day-use parking permits would increase to $135 for faculty and staff, up from $117 during 1997-98, and to $75 for students, $10 more than this year.

Similar increases are proposed for nearly all other types of parking permits. The increases will pay for new program expenses and increased operating costs so the self-supporting parking program can balance its budget, says Stan Reeves, UO public safety director.

Copies of the proposed amendment to the fee list are available for public viewing during business hours in various campus locations including the offices of Resource Management, the President, the Assistant to the President for Legal Affairs and the University Senate President, all located in Johnson Hall, and the UO Law Library, 1101 Kincaid St., and the Reserve Section of the Knight Library, 1501 Kincaid St.

Written comments also may be filed by 5 p.m. on April 2 with Daener in the Office of Resource Management, Room 1, Johnson Hall, 1098 E. 13th Ave.

The proposed amendments will be adopted and become effective only after consideration of comments from the hearing and filing with the Administrative Rules Division of the Office of the Secretary of State.
